This depends on a somewhat unorthodox interpretation of the word “all”. German universities are a lot more selective than US ones. If you can get accepted, you can study tuition free (if you have ~10k$/yr. for living expenses). When something that costs to produce is free, it seems that its use has to be rationed in some other way.
